NATIONAL SKILLS DEVELOPMENT AND EMPLOYMENT PROMOTION STRATEGY (NSDEPS)
This strategy aims to improve the skills of Rwanda's workforce for long-term economic transformation by empowering the private sector. It is guided by the principles outlined in the National Strategy for Transformation, the Private Sector Development and Youth Employment Strategy, and other relevant national policy policies and strategies.
This strategy is primarily based on the National Employment Program (NEP) and aims to build upon its successes, such as meeting the upskilling requirements of investing companies through the Skills Development Fund (SDF). At the same time, it seeks to address the shortcomings of National Employment Program (NEP), such as inadequate private sector engagement and weak accountability.
Along with international best practices, this strategy proposes solutions that are specifically designed for the Rwandan context. It will enhance accountability by drawing inspiration from Imihigo, and by promoting performance-based management in skills development. Additionally, it will leverage Rwanda's growing expertise in technology for Evidence-Based Workforce Planning and Matching. The strategy will also support investment by facilitating rapid workforce upskilling through the new Capacity Development Programme.
