This facility was introduced to replace what was previously known as the startup toolkit. It aims to empower vocational and technical school graduates, as well as other special groups including youth, women, and persons with disabilities, who possess IPRC or TVET qualifications. They are provided with assistance to find machinery and equipment to use in a profitable business, and to develop themselves.
1. About this loan
Cooperatives and companies with more than one shareholder can receive up to 10 million.
Companies with one shareholder can receive up to 5 million.
The interest rate for this loan is 12%.
A 25% subsidy is provided to beneficiaries who have made payments as stipulated by the contract, up to 75% of the basic loan amount.
The loan can be repaid over a period of up to 3 years.
The beneficiary is given three (3) months to prepare to start making payments, except for those in the road maintenance group, whose work contract begins immediately and lasts for three years, with the loan being repaid over that period.
Applicants are required to pay a 1% application study fee plus the value-added tax (VAT)
2. Requirements for the applicant for this loan
1. The applicant, whether a cooperative or a business company, must have been operating for at least one year and have an established presence in the market. If they have not registered their business, they are required to do so with either the RDB or RCA. Additionally, they must provide proof of purchase for patents, safety, and hygiene. If they are unable to provide documentation, the attendance loan can be provided by RRA and RSSB. The applicant should also have specialized skills, which must be approved by the NSDEPS (National Skills Development Promotion Strategy). For example, Youth in Road Maintenance Projects.
2. The applicant must have a higher education degree or diploma, or have completed relevant professional or scientific training, and be able to confirm their qualification with a certificate. For other exceptional cases, the applicant must receive approval from NSDEPS.
3. Cooperatives are also subject to clause (b) and are required to have at least 50% of their members educated in vocational and technical schools.
4. The applicant must be at most seven ( 7) years old after graduation
5. The applicant must have sufficient capital for the project, including working capital. The cost of studying the project is equal to 1% of the loan plus VAT, and the applicant's contribution is equal to 5% of the total cost, which must be paid before ordering the machinery.
6. Resolutions of the Board of Directors that have been signed by a notary authorize the committee or at least two other representatives to apply for loans and sign lease-sale agreements on behalf of the cooperative or joint-stock company.
7. Cooperative or Company Laws signed by a professional notary.
8. Incorporation – Certificate of RCA for cooperatives or of RDB for companies (Regular beneficiaries are required to register their businesses as companies)
9. List of members/shareholders of the Cooperative/Commercial Company and Copies of their Identity Cards.
